
The quota will be 600 thousand tonnes, according to a decree posted on the official legal-information website on 31 December 2022. The document provides for an in-quota rate of 5%, but not less than €5 per tonne.
The Ministry of Industry and Trade of the Russian Federation is instructed to allocate the quota volume among foreign-trade participants according to the rules, and to issue those participants one-time licenses to export ferrous scrap and waste from Russia to non-EAEU states within the tariff-quota volume allocated under the rules.
